Luweero District witnessed a historic moment today as Brigadier General Christopher Ddamulira, the Director of Crime Intelligence in the Uganda Police Force, presided over the official inauguration of the Luweero Ghetto Structure. The event, attended by top security officials, including the Regional Police Commander (RPC) for Luweero and the District Police Commander (DPC) for Luweero, marked a significant step in the transformation of ghetto youth in the district.

At the heart of this transformation is Seifu Katabazi, the Deputy Resident District Commissioner (RDC) for Luweero, who has been officially recognized as the Patron of the Ghetto Structure. His relentless efforts in rehabilitating, empowering, and guiding young people away from crime and drug abuse have made him a respected figure among the ghetto communities.

SEIFU KATABAZI: A CHAMPION FOR THE YOUTH

Unlike politicians who only appear during elections, Katabazi has made it his mission to stay engaged with ghetto youth, understand their struggles, and provide real solutions. His leadership has been instrumental in transforming lives by creating opportunities, guiding the youth towards productive activities, and ensuring they benefit from government programs.

His approach is centered on rehabilitation, skills development, and economic empowerment, ensuring that the youth in Luweero do not fall prey to crime, drug abuse, and idleness.

RESCUING THE YOUTH FROM DRUG ABUSE AND CRIME

One of the biggest challenges in Luweero’s ghettos has been the rise of drug abuse, particularly among unemployed young men. Many had turned to criminal activities as a means of survival. However, under Katabazi’s leadership, a massive rehabilitation and awareness campaign has been implemented to help these young men break free from substance abuse.

Through partnerships with health professionals, churches, and community leaders, Katabazi has ensured that those struggling with addiction receive counseling, rehabilitation, and an opportunity for a fresh start.

His strategy has also involved working closely with security forces to prevent crime while offering alternative paths for those willing to turn their lives around. Today, many former drug users and street criminals have become productive members of society, thanks to his unwavering commitment.

VOCATIONAL TRAINING AND ECONOMIC EMPOWERMENT

Understanding that employment is key to keeping young people away from crime, Katabazi has spearheaded several vocational training programs aimed at equipping youth with practical skills. These programs include training in carpentry, welding, tailoring, mechanics, and agriculture.

Additionally, Katabazi has been instrumental in connecting the youth with government funding opportunities like Emyooga and the Parish Development Model (PDM), ensuring that they can start small businesses and become self-reliant. His efforts have directly led to hundreds of young people securing employment or starting their own businesses.

GHETTO YOUTH PRAISE BRIG. GEN. DAMULIRA, WARN POLITICAL OPPORTUNISTS

During the event, ghetto youth loudly praised Brig. Gen. Christopher Ddamulira for standing with them in their journey toward transformation. They acknowledged his unwavering support and commitment to their well-being, especially in ensuring that security forces treat them fairly and that government programs reach them.

Many youth emphasized that while some politicians have ignored them or only show up during election time, it is Gen. Damulira who has been by their side through thick and thin. They vowed to continue working with him and the security leadership to build a better future for themselves.

In a strongly worded message, the youth also warned politicians who attempt to bring divisive politics into their communities. “We have seen those who only come to us when they need votes and then forget us. Let them stand warned! We know who has stood with us, and that is General Damulira and the leaders who care about our future,” one of the ghetto leaders declared.

They made it clear that the ghetto is not a playground for selfish politicians, and they will no longer allow people to use them for political gain without delivering tangible benefits to their lives.

While speaking at the event, Brig. Gen. Christopher Ddamulira expressed deep appreciation for the work being done by Seifu Katabazi in transforming the youth. He acknowledged that Katabazi’s hands-on approach and direct involvement in the lives of young people have made a real difference in reducing crime and empowering youth economically.

“Leaders like Katabazi are the reason why Luweero is seeing positive change. He does not just talk—he works, and he delivers,” Gen. Damulira stated. He also reaffirmed his commitment to supporting initiatives that uplift ghetto youth, ensuring that they are not left behind in Uganda’s development agenda.
