Mwesigwa Jotham King, son of the late Mwesigwa Jotham Kyomukama and the late Namara Monic, brings a legacy of integrity and decades of hands-on experience in local governance. Having served as both LCV Councillor and District Speaker, he understands the inner workings of service delivery, public accountability, and grassroots empowerment. He is now offering himself to the people of Rwampara as a servant leader — ready to lead with vision, action, and deep community understanding.
Below is his 11-point action plan to transform Rwampara District:
1. Revitalizing Agriculture as a Business
Farming is the backbone of Rwampara's economy, but many farmers still operate at a subsistence level. Mwesigwa aims to transition agriculture into a profitable venture by supporting farmer cooperatives, introducing irrigation in drought-prone areas, improving access to quality seeds and inputs, and connecting farmers to reliable markets. He plans to establish farmer training centres to encourage modern, climate-smart farming practices and agro-processing for value addition.
2. Unlocking the Potential of the Youth
With the majority of Rwampara’s population being youth, Mwesigwa sees them as the district’s greatest resource. He intends to create vocational and skills development centres across sub-counties, support youth SACCOs and start-ups, and offer seed capital and mentorship for young entrepreneurs. He believes that investing in youth is investing in Rwampara’s future — economically, socially, and politically.
3. Healthcare That Cares
Access to quality healthcare remains a challenge in many parts of the district. Mwesigwa will ensure that all health centres are well-equipped with medicine, qualified staff, and reliable ambulance services. He plans to establish mobile clinics to reach remote areas, especially for maternal and child health. His goal is simple: no family should suffer due to distance, neglect, or lack of medical attention.
4. Educational Transformation from the Ground Up
Education is not just about buildings, but about results. Mwesigwa’s plan includes upgrading school infrastructure, increasing bursaries for vulnerable but bright students, and rewarding outstanding teachers. He will push for better inspection of schools and ensure every child — especially the girl child — has access to quality education close to home.
5. Roads to Prosperity
Bad roads hinder trade, school attendance, and emergency response. Mwesigwa will prioritize road grading, bridge construction, and maintenance of feeder roads using district-owned equipment. His focus is on connectivity — making sure that every village is accessible all year round.
6. Water for All
Clean water is life, yet many communities still rely on unsafe sources. Mwesigwa plans to invest in boreholes, protected springs, rainwater harvesting systems, and small gravity-flow schemes. He’ll work with NGOs and central government to ensure every household has access to clean, safe water.
7. Accountable Leadership
Mwesigwa pledges an open, transparent, and inclusive government. He will hold regular public barazas (community dialogues), publish budget and project reports, and create platforms where citizens can report service delivery issues. Leadership is about trust — and he plans to earn it every day in office.
8. Empowering Women and the Marginalized
He believes that no society can progress while leaving behind its women, elderly, or persons with disabilities. His plan includes providing grants and training for women-led businesses, enforcing inclusiveness in all district programs, and making government offices more accessible to all.
9. Environmental Stewardship for Future Generations
The effects of environmental degradation are already visible — poor yields, water scarcity, and changing weather patterns. Mwesigwa will launch tree planting drives, regulate wetland use, and promote sustainable land use practices. He aims to make Rwampara a model district for climate resilience.
10. Digital Governance and Innovation
To serve better and faster, Mwesigwa wants to digitize key district services like licensing, public complaints, and land registration. He’ll also promote computer literacy in schools and equip youth centres with internet access. Technology, he believes, is a tool for empowerment.
11. Fighting Corruption at Every Level
Corruption is a cancer that drains resources meant for the people. Mwesigwa will implement strict procurement procedures, audit all departments, and set up community watchdog teams. He also promises to protect whistleblowers and take strong action against any official misusing public funds. Every shilling must benefit the people of Rwampara.
